Hi there,
I am trying to figure out what the best next steps are after downloading a list.

A list - obviously - only comes with company names

Most CRM tools I have seen, need a contact (person) next to company to then reach out to them via email…

Any tips on tools that could enrich or work well with outscraper?

Thank you for the question! You can use enrichments and services like Contacts Finder to obtain contacts from within those companies.
